Dr Sudhir Ruparelia, the city's business magnet, has formally received a copy of the Victoria University Charter from the National Council for Higher Education (NCHE).
The transfer ceremony was place at the NCHE
headquarters and was presided over by Prof Mary Okwakol, the executive
director.
Uganda's head of state grants the charter,
which is the highest licence from the regulator of institutions of higher
learning.
President Museveni signed the Victoria
University Charter on July 31, 2022.
A charter is awarded to institutions that have
proved high quality in areas such as staffing, teaching and learning, research
output, technology and practical-led learning, infrastructure development, and
strong governance, among others.
A charter is "given by the President as
evidence that the university meets the requirements and standards of academic
excellence stipulated by the NCHE," according to the Universities and
other Tertiary Institutions Act (2001). Furthermore, as described in section
103(a) of the same Act 2001 as modified, a "chartered university" is
a university comparable to a public university.
The Charter's Impact on Victoria University
The charter will serve as a guide for Victoria
University's establishment, control, management, and administration, providing
them the power to self-audit, benchmark, award PhD degrees, and secure the
university's long-term viability.
Academic awards from Victoria University are
currently recognised by all universities and institutes worldwide, including
academic progress.
The Charter also grants Victoria University
the authority to begin issuing all degrees, including Bachelors, Masters,
Doctorates, and Honorary Degrees.
This Charter, we feel, confirms Victoria
University's position as a leading university in Uganda, East Africa, and
Africa in terms of Experiential and Work-Integrated Learning. We are determined
to generate graduates with employable skills and the ability to utilise
themselves creatively. This is accomplished by offering meaningful, hands-on
workplace experience to supplement theoretical learning. "Our
job-integrated learning curriculum allows students to complete a three to
four-year programme with at least two to three years of work experience,"
according to a statement.
A charter is issued to colleges that have held
a provisional licence for at least three years and have met all of the
licencing requirements.
For any institution to be accredited, the
regulator (NCHE) must be satisfied after a series of inspections and visits
that the institution has appropriate physical and financial resources, as well
as governance structures, to provide quality education.
